The Singapore Government on 19 Feb 2010 after stock market closed, announced
measures to ensure a stable and sustainable property market.
Seller has to pay a Seller's Stamp Duty (SSD) on all residential properties and
residential lands that are bought after today and sold within 1 year from the
date of purchase (not applicable to HDB, HDB flats are already
subjected to a minimum 3-yeare occupation ruling.) and there shall be a lowering the Loan-to-Value (LTV) limit to
80 per cent for all housing loans provided by financial institutions regulated
by the Monetary Authority of Singapore (MAS).
Loans granted by the HDB for its flats, including the Design, Build and Sell
Scheme (DBSS), will still continue to be capped at 90 per cent because they are
subject to other criteria to prevent speculation and encourage financial
prudence, said the Government.
HDB loans are offered to only eligible first-time flat buyers or second-timers
who are upgrading. And they are required to use all of their CPF Ordinary
Account balance before HDB would give them the loans, which is in line with
HDB's home ownership policy of helping eligible buyers, especially first-time
buyers, to purchase public housing in a financially prudent manner.

The valuation of a property will affect the amount of loan
you can get for the property other than other factors like your current CPF
amount available for house purchase, your monthly CPF contributions, your age,
your income level, your current monthly debt repayments, your employment, bank loan
policy at the time of application and approval of housing loan.

Most banks give a loan rate of about 70-80% of valuation or sale
price (whichever is lower) for Singaporeans and 60-80% of valuation or sale price (whichever is lower) for
foreigners.
